
DUBOIS – The new City of DuBois will be keeping the same power dynamic that the current municipality uses, we break down what this entails.
Currently the municipality strays away from the 3rd class city and operates under an optional charter focusing on the common council manager style.
This form of government is similar to a checks and balances system where the municipality’s manager holds all of the enforcement power while being kept in check by a council body that sets the direction for the lawmaking body.
According to DuBois manager Ben Kafferlin, the Council has no power individually and does not interfere with the day-to-day operations but can do more with the manager’s direct permission.
The mayor role acts similarly to any individual council person. While they hold no real power, they are tasked with spearheading meetings and has a signature authority.
