
PUNXSUTAWNEY — A Rossiter woman is facing animal neglect charges for allegedly leaving two dogs tied up outside during Friday’s frigid weather.
State Police filed charges against 38-year-old Lydiann Byler after they found a medium-sized and large-sized dog tied outside a residence along Hemlock Lake Road.
The dogs had been given no warm bedding, and their water dishes were frozen over.
Both dogs were taken from the property so they could be provided with food and water, and warm shelter.
