Federal charges filed against former DuBois City Manager, additional employee

PITTSBURGH – Federal charges have now been filed against suspended DuBois City Manager Herm Suplizio, and one other city employee, for stealing hundreds of thousands of dollars.

The U.S. Justice Department Thursday indicted Suplizio and Roberta “Bobbie” Shaffer, on charges of the systematic theft of hundreds of thousands of dollars of city money.

According to the indictment, from 2014 to 2022 Suplizio and Shaffer conspired to steal city funds.

Allegedly the duo used the city’s tax identification number to set up secret bank accounts where they diverted city money including $60,000 annually from the contract with Waste Management which was previously Advanced Disposal.

The two are accused of using the money for vacations, shopping, personal expenses, and cashier’s checks written to themselves.

If found guilty, the crime carries a possible 45-year sentence and over a million dollars in fines.

Suplizio and Shaffer were the only two City of DuBois employees included in Thursday’s indictment.
