Driver identified in fatal crash that killed two troopers, pedestrian

Harrisburg, PA – The woman behind the fatal crash that killed two state troopers and a pedestrian has now been arrested on charges of homicide by vehicle while DUI and third degree murder.

21-year-old Jayana Tanae Webb allegedly was under the influence when she sped around stopped traffic, striking and killing 33-year-old State Trooper Martin F. Mack III, 29-year-old State Trooper Branden T. Sisca, and 28-year-old Reyes Oliveras from Allentown on I-95 near Philadelphia.

Earlier this year on Jan. 15, Webb had posted on Twitter, bragging that “If you ask me, I’m the best drunk driver ever.” Her Twitter account shows that she often posted about alcohol. She also reportedly tweeted about being pulled over for speeding just before the fatal crash.

Both troopers leave behind wives. According to fundraising websites, Mack has two children. Sisca’s widow is pregnant.

Webb’s next court appearance will be April 5.

Harrisburg, PA – The Pennsylvania State Police (PSP) filed felony and misdemeanor charges against 21-year-old Jayana Tanae Webb following an investigation into the crash on Interstate 95 Tuesday morning that claimed the lives of two PSP troopers and a pedestrian.

Webb, of Eagleville, was charged with the following:

  • murder of the third degree, 18 Pa C.S. § 2502(c), three counts;
  • homicide by vehicle while DUI, Title 75 § 3735, three counts;
  • homicide by vehicle, Title 75 § 3732, three counts;
  • manslaughter of a law enforcement officer in the second degree, 18 Pa C.S. § 2507(d), two counts;
  • involuntary manslaughter, 18 Pa C.S. § 2504, three counts;
  • recklessly endangering another person, 18 Pa C.S. § 2705, three counts;
  • driving under the influence, Title 75 § 3802; and
  • summary traffic violations, which include failing to drive at a safe speed, careless driving, and reckless driving.

The deceased pedestrian was identified as Reyes Rivera Oliveras, 28, of Allentown. Several passing motorists called 911 after observing the pedestrian, identified as Oliveras, walking in the southbound lanes of travel on I-95. Troopers Martin F. Mack III and Branden T. Sisca, of Troop K, Philadelphia, located him and were in the process of securing him in their patrol vehicle when they were struck by Webb just before 1:00 a.m. on Monday, March 21.

Harrisburg, PA – Pennsylvania State Police (PSP) Commissioner Robert Evanchick confirmed that Trooper Martin F. Mack III, 33, and Trooper Branden T. Sisca, 29, were struck and killed by a driver earlier the morning of March 21 on I-95 south in the area of milepost 18 in Philadelphia City, Philadelphia County. A male pedestrian was also struck and killed at the same time.

The troopers were dispatched after receiving reports of a man walking on I-95 south. As they were helping him into the back of their cruiser, the female suspect attempted to drive past the scene. She fatally struck all three and the cruiser just before 1:00 a.m. and remained at the scene.

“Our department is heartbroken with the tragedy that occurred early this morning in Philadelphia,” said Colonel Evanchick. “We ask our fellow Pennsylvanians to keep the families of our troopers and the pedestrian in their thoughts. This is an extremely difficult time.”

Mack enlisted in the Pennsylvania State Police in November 2014 and graduated as a member of the 141st cadet class. Sisca enlisted in the Pennsylvania State Police in February 2021 and graduated as a member of the 161st cadet class. Both troopers spent their entire careers assigned to the Patrol Section of Troop K, Philadelphia.

Governor Tom Wolf ordered the commonwealth flag on all commonwealth facilities, public buildings, and grounds to fly at half-staff to honor Trooper Mack and Trooper Sisca. The commonwealth flag shall be lowered to half-staff until sunset on Friday, March 25, 2022, as well as on the day(s) of their funerals which have not yet been announced. The United States flag is to remain at full-staff through this tribute.

All Pennsylvanians are invited to participate.

“This is a heartbreaking tragedy that occurred while these troopers were protecting and serving,” said Gov. Wolf. “This mournful incident is a stark reminder of the risks—and sacrifices—our law enforcement officers undertake every day to keep us safe. My heart goes out to their families and the communities they lived in and served.”
