BROCKWAY – A Brockway man is behind bars after police say he allegedly repeatedly harassed his neighbor and their kid.
According to police, 66 year-old Russ Quinn was allegedly stopping at his neighbor’s apartment and looking through the window while making inappropriate noises and gestures.
Quinn allegedly continued the behavior even when asked to stop by police.
He was then taken to the Jefferson County Jail for the repeated harassment.
