Clearfield County, PA – Two townships in Clearfield County have been given state grants to help complete road projects.

Cooper Township received a $388,329 grant to widen and pave Sportsman Road in Kylertown and replace a bridge culvert on Clearfield Street in Grassflat.

Huston Township will use its $237,000 grant to replace the Winterburn Road bridge in Penfield, which currently has a strict weight restriction on it and couldn’t handle fuel oil trucks, construction vehicles, or even school buses.

The grants come from the Commonwealth Financing Authority, which administers Pennsylvania’s stimulus packages. The grants themselves are derived from Act 13 impact fees, which are imposed on the extraction of natural gas and fluctuate depending on price and the rate of inflation. Fees are collected from the drilling companies with 60 percent passed onto counties and local municipalities affected by drilling.
